ETS: Commission decision on carbon leakage sectors published

On 17 November 2011 the European Commission’s second decision on the sectors and subsectors which are deemed to be exposed to a significant risk of carbon leakage was published in the Official Journal. The cement industry already qualified as a sector vulnerable to carbon leakage under the Commission’s first decision, published in 2010 (2010/2/EU). This second decision adds new sectors to the list, as the Commission reassessed some sectors and subsectors which had not been fully analysed in 2009 or for which data quality and availability was limited.
