On 15 November 2011, the International Federation of Industrial Energy Users (IFIEC-Europe) called on the European Commission to ensure that sectors at risk of carbon leakage receive full compensation for the indirect effects of the EU’s Emission Trading Scheme (ETSi). In a letter to Commissioner Almunia, the Federation highlighted that this compensation is essential for Europe’s energy intensive industries to remain in the EU. IFIEC-Europe’s letter follows a statement made by the Commissioner on the Commission’s position regarding developments in State Aid Policy.
