EDITORIAL CEMBUREAU welcomes the creation of a European Parliament Assessment Office February 2012 - For quite a few years CEMBUREAU, as an active Member of the Alliance for a Competitive European Industry (ACEI), has advocated for a more thorough “competitiveness” impact assessment to accompany any new piece of legislation proposed by the European Commission.

CLIMATE CHANGE M&R and V&A guidelines under preparation Following the adoption by the Climate Change Committee (CCC) of the Regulations on the Monitoring and Reporting (M&R) of Greenhouse Gas Emissions and the Verification and Accreditation (V&A) of verifiers, the European Commission has announced that it will develop guideline materials to support the “consistent, accurate and efficient implementation of the requirements” of these two documents.
ENERGY Energy Efficiency Directive voted in ITRE On 28 February 2012, the Industry, Trade and Research Committee (ITRE) of the European Parliament voted on rapporteur Claude Turmes’ (Group of the Greens/European Free Alliance, Luxembourg) draft report on the Energy Efficiency Directive.
ENERGY ITRE votes on taxation of energy products On 6 February 2012, the Industry, Trade and Research Committee (ITRE) of the European Parliament adopted Béla Kovács’ (Non-attached Members, Hungary) draft opinion on restructuring the Community framework for the taxation of energy products and electricity.
ENVIRONMENT BAT Conclusions from Cement BREF confirmed In mid February 2012, the European Commission launched the process for transformation of relevant parts of the Cement, Lime and Magnesium Oxide BREF into Best Available Techniques (BAT) Conclusions under the Industrial Emissions Directive (IED).
ENVIRONMENT Ecodesign of Kilns stakeholders meeting On 29 March 2012, the third and final meeting regarding the ecodesign of industrial and laboratory furnaces and ovens, including cement kilns will be held in Brussels. In this respect, CEMBUREAU has learnt that a draft final report is due to be published shortly.

CONSTRUCTION CEN-CENELEC comments on draft European Standardisation regulation The European Committee for Standardisation and the European Committee for Electrotechnical Standardisation (CEN-CENELEC) have submitted proposals for amendments to the European Parliament’s Committee on Internal Market and Consumer Protection‘s (IMCO) draft report on the draft Regulation on European Standardisation.
CONSTRUCTION Material choice for green building survey published On 27 February 2012, Arup and the World Business Council for Sustainable Development published a joint report containing the results of a survey to identify the decision making process related to material choice in construction.
