EDITORIAL How the EED Proposal should be improved October 2011 - The European Commission’s proposal for a Directive on Energy Efficiency (EED) is currently going through 1st reading in the European Parliament and the Council. These last two institutions seem to be at odds on the proposal: the Parliament wants to strengthen the proposal whereas the Council seems to believe that it is too ambitious and tries to water it down.
CLIMATE CHANGE CEMBUREAU discusses EU ETS with Korea On 24 October 2011, CEMBUREAU met with a delegation of governmental officials and journalists from Korea in order to discuss the impact of the EU’s Emission Trading Scheme (ETS) on the European cement industry. In July 2011, the Korean Government submitted a bill to Parliament which includes plans for the establishment of a cap and trade emissions trading scheme as of 1 January 2015.

RESOURCE EFFICIENCY Lifting of the waste status must be subject to strict conditions In October 2011, CEMBUREAU has issued a position paper on the issue of lifting of the waste status. In this respect, the revised Waste Framework Directive (Directive 2008/98/EC)has opened up the possibility to lift, through comitology, the waste status for certain waste streams.
RESOURCE EFFICIENCY EESC highlights cement as good example On 26 October 2011, the European Economic and Social Committee (EESC) adopted its own initiative opinion on ‘The processing and exploitation, for economic and environmental purposes, of industrial and mining waste deposits in the European Union’.
RESOURCE EFFICIENCY Commission highlights positive achievements in cement industry On 7 October 2011, the European Commission (Directorate General for Enterprise & Industry) highlighted the achievements of the European cement in an article published in its online magazine, entitled Sustainable industry: delivering resource-efficient growth and jobs.
RESOURCE EFFICIENCY 7th Environment Action Plan: sustainable materials management On 10 October 2011 the Environment Council called upon the European Commission to produce a proposal for the 7th Community Environment Action Plan (7th EAP) which addresses the challenges and objectives related to improving environmental policy instruments.
RESOURCE EFFICIENCY Council does not oppose WFD recycling and recovery targets calculation and application The Council has decided not to oppose to the European Commission’s draft Decision on the application and calculation methods concerning the recycling and recovery targets under the Waste Framework Directive. Unless the European Parliament opposes the decision, the Commission may adopt it.

CONSTRUCTION Commission Communication on reinforcing competitiveness in Industrial policy On 14 October 2011, the European Commission issued its Communication on "Industrial policy: Reinforcing competitiveness", together with the "European Competitiveness Report 2011" and the report on "Member States competitiveness performance and policies 2011".
OTHER NEWS 5th Concrete Design Competition The 5th edition of the Concrete Design Competition was launched in the Netherlands. This initiative is a biennial ideas and design competition for students in architecture, engineering, design and affiliated disciplines. The focus of this edition is ‘Energy’.
